Several measures to promote high-quality development of the copper industry

In order to thoroughly implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the important speech of General Secretary Xi Jinping's inspection of Jiangxi, vigorously implement the "1269" action plan for the modernization of the provincial manufacturing industry's key industrial chain, accelerate the construction of a national level copper based new material cluster, and seize the high ground of the new round of industrial development, this measure is formulated.

1、 Optimize the layout of cluster development. Adhere to regional differentiation and coordinated development, support cities such as Yingtan, Shangrao, Fuzhou, Nanchang, Ganzhou to cultivate and develop provincial copper industry clusters with unique characteristics and collaborative integration, guide the development of copper industry chain clusters, and support the expansion and adjustment of industrial parks that meet the conditions within the clusters. Deepen the implementation of the high-quality enterprise cultivation project, encourage eligible enterprises to carry out mergers and acquisitions, cultivate and introduce a group of specialized, refined, unique and new "little giant" enterprises and single champion enterprises, and promote the creation of world-class enterprises with global core competitiveness. Support Yingtan City to take the lead in jointly building a national level copper based new material cluster with Shangrao City, Fuzhou City, and Nanchang City, and continuously move towards a world-class industrial cluster. 2、 Strengthen support for technological innovation. Support Yingtan City to jointly build a national key laboratory in the field of non-ferrous metals, an advanced metal materials laboratory in Jiangxi Province, and a copper based new material manufacturing innovation center with universities and enterprises within the province. Encourage leading backbone enterprises to focus on implementing major national strategies, solving key technical problems, creating original technology sources for copper based new materials, and building specialized pilot platforms. Guide the provincial copper industry science and technology innovation consortium to release a list of key common technologies in the industry chain, break through a batch of key core technologies, carry out normalized docking of industrial scientific and technological achievements and technical needs, and promote the transformation and implementation of innovative achievements. Include copper based new material related technologies in the industry's key common technology research and development catalog and the "unveiling and leading" project, and encourage localities with conditions to reward and subsidize enterprise R&D equipment procurement and R&D investment in new technology and product development through financial subsidies and other means. 3、 Accelerate industrial transformation and upgrading. Intensify support for stabilizing and strengthening the copper industry chain, with a focus on ensuring the supply of electrolytic copper and the research and production of copper based new materials. Guide the high-value comprehensive utilization of recycled copper resources, and promote the stable and high-end development of the copper industry chain. Support the construction and operation of copper industry industrial Internet platform, industrial Internet identity resolution secondary node, digital transformation promotion center, and "industrial brain", and give rewards and subsidies to qualified public service platforms. Support the diagnosis of digital transformation entering enterprises, and organize enterprises to carry out digital transformation based on the diagnosis results. For enterprises that have achieved L6 level or above through project transformation and upgraded their existing L6 level or above, a "horse racing system" will be adopted to reward and compensate the prefecture level cities according to the number, progress, and quality of enterprises that meet the standards for upgrading. Support the creation of "digital navigation" and "small lighthouse" enterprises and benchmarks for "smart factories", build a number of national leading and excellent "smart factories", release "small, fast, light and accurate" digital service products, and guide leading enterprises to drive the digital transformation of the upstream and downstream of the industrial chain. Encourage the development of advanced copper processing equipment industry, accelerate large-scale equipment updates in the copper industry, promote automated mining equipment, green upgrading equipment for smelting furnaces, intelligent systems and process equipment, and energy-saving motor equipment. Improve the green manufacturing system, guide copper smelting and scrap copper processing enterprises to carry out national industry standard announcement and application work, accelerate the construction of copper industry carbon emission monitoring platforms, green mines, green factories, green parks, green supply chain management enterprises, and green design demonstration enterprises. Supporting the development of clusters, promoting organizations to regularly release industrial chain collaboration and enterprise product supply and demand lists, increasing efforts to build copper based new material innovation centers and industry alliances, promoting deep collaboration within clusters, and promoting organizations to achieve physical operations and enhance service cluster capabilities. Deepen the pilot work of party building in the copper industry chain, guided by high-quality party building, explore new models of cluster governance, and optimize the high-quality development ecosystem of the copper industry chain. Organize cluster development conferences, industry themed promotions, and other activities to improve the information platform for enterprise supply and demand docking, support industry and downstream application industry enterprises to carry out multi-dimensional supply and demand docking, build stable collaborative service relationships, and improve industry collaboration and cross industry coupling development. Guide enterprises to actively participate in the selection of service-oriented manufacturing demonstration, cultivate a group of replicable and promotable demonstration enterprises, projects, and platforms, and promote the integrated development of advanced manufacturing and modern service industries. Targeting the new demand in the key copper field, supporting copper enterprises to update their equipment, improving product quality and stability, and cultivating a batch of industry famous products such as "Gan Chu boutique" and excellent new products. Give full play to the policy guidance role of the first batch of key new materials and the first set of major technical equipment, and promote the promotion and application of copper based new materials and processing equipment. Encourage leading backbone enterprises to deepen cooperation with research institutes in standard revision, quality system construction, certification and accreditation, and jointly carry out international, national and industry standard revision work, integrate advanced and applicable scientific and technological innovation achievements into standards, and enhance standard level and brand influence. Support the National Copper and Copper Product Quality Supervision and Inspection Center to leverage its advantages, strengthen and optimize the research and development, inspection, and standard formulation of copper and copper products, establish the National Copper Industry Metrology and Testing Center, and promote the provincial-level pilot construction of the Yingtan Copper Industry Small and Micro Enterprise Quality Management System Certification Enhancement Action. 6、 Enhance the ability to ensure resource supply. We will make every effort to promote a new round of breakthrough strategic actions in mineral exploration, increase the exploration of copper resources in our province, and encourage and support large and medium-sized copper mines to carry out upper or deep mineral exploration work within their mining rights. Deeply and jointly build the "the Belt and Road", encourage enterprises to increase the distribution of overseas resources, obtain exploration and mining rights for copper mine projects, speed up the development and operation of copper mine projects, encourage enterprises to set up processing bases overseas, and carry out strategic reserve and transportation of copper resources. Accelerate the development of the non-ferrous metal recycling industry, support advantageous enterprises to establish waste copper recycling bases and industrial clusters, and strengthen the recycling and utilization of waste household appliances, wires and cables and other products. Intensify the construction of Yingtan International Land Port, Central Region Nonferrous Metal Trading Center, and Recycled Metal Spot Trading Market, support Yingtan International Land Port in applying to the General Administration of Customs for the construction of a bonded logistics center (Type B), strengthen the delivery warehouse function of Yingtan copper futures, and create a national distribution center for imported copper raw materials. 7、 Promote the construction of major projects. Implement a mechanism for scheduling and promoting major projects in the copper industry cluster, promote the construction of major projects with an investment of over 1 billion yuan, schedule and implement key projects with an investment of over 100 million yuan to stabilize, extend, and supplement the supply chain, and reasonably layout the production capacity of new and expanded recycled copper pole projects. Implement the national mining land policy, strengthen the connection between copper mine land and national land spatial planning, ensure the reasonable land demand for major mining and copper based new material projects, and include eligible projects in provincial overall guarantee. Strengthen energy guarantee for major projects, guide enterprises to participate in market-oriented electricity trading, support enterprises to explore and implement energy custody, encourage enterprises to build photovoltaic power generation facilities according to local conditions, support energy storage facility construction in various regions, and actively guarantee the electricity and gas demand of copper enterprises. Strengthen the management of binding indicators such as resource control and energy conservation and emission reduction, actively ensure the energy consumption and pollutant emission indicators of high-quality projects with advanced technology and energy efficiency reaching the benchmark level. 8、 Deepen financial chain protection and strengthen the chain. Strengthen financing docking and precise services, comprehensively adopt joint credit, syndicated loans, interbank cooperation and other methods, and increase support for the copper industry chain and major projects. Intensify the investment of provincial industry guidance funds and promote guarantee institutions to focus on supporting the innovative development of copper enterprises. Deepen the upgrading project of the "Yingshan Hong Action" for enterprise listing, and promote qualified copper enterprises to connect with the capital market. Standardize the development of supply chain finance and promote the coordinated development of upstream and downstream enterprises in the industrial chain through financing methods such as accounts receivable, bills, warehouse receipts, and orders. Guide copper industry chain enterprises to actively use futures and derivative tools for risk management, and promote the establishment of copper industry intellectual property pledge financing risk compensation funds. Support the development of national standards for the transformation finance of the metallurgical industry (copper) and provincial and local standards for the evaluation of low-carbon transformation projects in the copper industry and the implementation of low-carbon transformation in financial support industries, in order to improve the matching between financial supply and the low-carbon transformation development needs of the copper industry. 9、 Implement tax support policies. For high-tech copper enterprises that require key support from the state, the enterprise income tax will be levied at a reduced rate of 15%. From January 1, 2023 to December 31, 2027, advanced manufacturing enterprises are allowed to offset the payable value-added tax by an additional 5% based on the deductible input tax for the current period. For research and development expenses incurred by copper enterprises that meet the conditions and have not been recognized as intangible assets in the current period's profit and loss, they shall be deducted based on actual expenses in accordance with regulations, and then deducted before tax at 100% of the actual amount incurred; If intangible assets are formed, they shall be amortized before tax at 200% of the cost of intangible assets. Copper enterprises that meet the conditions and invest in the digitization and intelligent transformation of specialized equipment between January 1, 2024 and December 31, 2027, up to 50% of the original tax base at the time of purchase of the specialized equipment, can offset the company's annual tax payable at a rate of 10%. For enterprises that use renewable resources to produce copper and copper alloys, those who meet the conditions can enjoy a 30% immediate refund of value-added tax and a 90% reduction in corporate income tax included in the income policy. Actively promote resource recycling enterprises to issue reverse invoices to natural person sellers of scrapped products, and promote the sustainable and healthy development of the renewable resource recycling industry.
